What it is 

Issued by the NDRC and National Energy Administration, China's new energy system plan sets a 2030 target of 58 billion tons of standard coal equivalent in energy production capacity, with non-fossil sources reaching 25% of consumption and over 50% of installed renewable power capacity.

Why it matters 

The plan combines unified national electricity market rhetoric with binding administrative targets enforced through provincial renewable consumption quotas. The plan's push for self-sufficient upstream equipment and mineral supply chains also extends China's resource security logic into renewable manufacturing.
