What is it?

A cross-sector policy covering three main areas: upgrading consumer products through new technologies, applying digital tools across distribution and retail, and developing new technology-enabled commercial services. Measures include AI-enabled products, smart logistics, digital supply chains, commercial robots and new consumer experiences.

What does it matter?

MOFCOM is using the commercial sector to bring new technologies to wider use. The focus is not just on selling more smart products, but also on improving how goods are produced, distributed and sold

Implications

Medium–High. Foreign technology providers could find opportunities in commercial automation, logistics and smart retail. Foreign consumer brands should also watch the push for domestic brands and smart products. The policy sets a broad direction; actual opportunities will depend on subsequent programmes and implementation.
