What it is 
MOFCOM and 4 other agencies adjusted China’s export-control catalogue for exports of certain precursor chemicals to specific countries/regions. The notice adds 3 more controlled varieties and requires licensing for exports of listed items to certain destination countries.


Why it matters 
This is typical governance control, not to be misconstrued as a trade restriction. It shows China continuing to fine-tune targeted export controls by product + destination, especially for sensitive chemical flows.
