Notice of the General Office of the Shanghai Municipal People’s Government on Issuing the Three-Year Action Plan for Supporting the Transformation and Upgrading of Advanced Manufacturing in Shanghai (2026–2028)

The General Office of the Shanghai Municipal People’s Government issued a notice on December 30, 2025, releasing the Three-Year Action Plan for Supporting the Transformation and Upgrading of Advanced Manufacturing in Shanghai (2026–2028). The focus is on strengthening Shanghai’s advanced manufacturing base through industrial upgrading, R&D investment incentives, digital and green transformation, and expanded support for talent, land, financing, and logistics, with a target of adding 100 new manufacturers with annual output exceeding RMB 1 billion by 2028.​​​​​​​​​
