Notice of the State Council on Issuing the Action Plan for Comprehensive Solid Waste Management

The State Council issued a notice on December 27, 2025, releasing the Action Plan for Comprehensive Solid Waste Management. The focus is on reducing, recycling, and safely disposing of solid waste across industrial, urban, and agricultural sectors, with a target of processing 4.5 billion tons of bulk solid waste annually by 2030 and cleaning up over 60% of historical waste stockpiles.​​
