Urban Renewal Plan 15th Five-Year plan
What it is
Issued May 22, China's State Council has released the country's first dedicated five-year plan for urban renewal (not construction or demolition), targeting 500,000 housing units and aiming for more than 95% residential digital coverage by 2030.
Why it matters
With property development politically and financially exhausted, the plan shifts to renovation as the demand stimulus vehicle within the infrastructure sector itself. The financing vehicles for this plan (REITs + bonds + private capital) also reveal intent to share the fiscal burden with the private sector.
