The Ministry of Industry and Information Technology has issued the Administrative Measures for Technology-Based Business Incubators. Taking into account the current state, challenges, and development trends of incubators, the Measures propose classifying incubators into two categories: Standard Level and Excellence Level.

The Ministry of Human Resources and Social Security and other three departments will launch a pilot in some 30 cities to integrate human resources (HR) services with the manufacturing sector, aiming to drive high-quality sufficient employment while accelerating the development of a modern industrial system.
